District Pump Station Project Nears Completion

            Beginning last fall with one pump station and completing this summer with another, the District has completely rebuilt two crucial pumping stations. Some parts of the Bancroft-Clover water system are at elevations that would have very little water pressure from the delivery point connections with Denver Water. These areas need additional pressure created by two water pumping stations that were in continuous use since the early 1970’s. These stations have been rebuilt using state of the art pumps and variable frequency motor controllers. The stations will also work in tandem with electronic signals being sent to the District office for monitoring and control. The upgrades will allow for more reliable and stable water pressure in the lines as well as saving significant amounts of energy with the new motor controllers.

These projects have been located in tight areas due to area development and the District greatly appreciates the patience demonstrated by customers in the areas of these projects.

Can You See the Fire Hydrant?

            With the early moisture we received, trees and bushes have had nice growth in the early part of the summer. Many fire hydrants are partially covered with tree leaves or bushes. Please trim around fire hydrants if there is one near your property. If anyone needs assistance to trim around fire hydrants or if you notice that one is covered please contact the District office at 303-922-1113.

Timing Is Everything When Watering!

            During the hot part of the summer Bancroft customers should make sure to water very early in the morning or late in the evening. Typically the early morning hours are less windy making it better to water turf areas. By not watering during the hot part of the day the water is allowed to penetrate the soil instead of evaporating. Also adjusting the timing each month for the water requirement can save nearly 50% of the total water used over the irrigation season if the timing is set and left for the summer! A chart with recommended times to water areas of turf for each month is available on the Denver Water web site www.denverwater.org under the conservation tab. There is also a large amount of water conservation information and great tips to save water inside and outside the home.

Join the District’s Automatic Payment Program

            Bancroft-Clover Water and Sanitation District’s Automatic Payment Program can save the District’s customers time paying bills and save on postage. There is no charge for the program! A bill is still sent with detailed water use information and the specific date that the automatic payment will be deducted from their account. If there are any questions on the monthly billing customers may call the District office prior to the payment.

To sign up for the program cut the form from the bottom of this page and fill it out. Deliver the form to the District office between 7AM and 4 PM Monday through Friday and you can get started next month.

District To Complete Multi-Year Water Line Replacement Project

            In 2002 the District performed a system evaluation and created a Master Plan for Water and Sewer System Replacement. As a part of that plan there were high priority projects identified. Four inch water lines that were installed in the 1950’s, water line looping and system redundancy were the highest priority. Over the last 5 years Bancroft-Clover Water and Sanitation District has worked vigilantly to complete these projects. The Waterline Replacement Project of 2010 will mark the completion of these high priority projects. Since 2005 the District has replaced more than 40,700 feet of water line, replaced 52 fire hydrants, and added 38 new fire hydrants to aid in the event of an emergency. 

            The District has completed these projects without borrowing funds or selling bonds. All projects were completed using District reserves that were set aside for infrastructure replacement. This is an excellent example of proactive system replacement that will benefit all customers of the Bancroft-Clover District for years to come.

Adjust Sprinkler System Timing Every Month To Save Water Over The Summer

            Adjusting the timing of watering each area of turf for the month of the summer instead of setting it once can save approximately fifty percent of the total water used! Each zone or area needs only half the water in May and September that it needs in August. A chart is available on the Denver Water web site www.denverwater.org under the conservation tab that will help gauge how many minutes each zone needs for each month of the summer.

2010 Watering Rules

            Watering rules for the 2010 irrigation season are now in effect. Additional information, watering tips, and water conservation ideas can be found on the Denver Water web site www.denverwater.org.

Please take a look at the following watering rules and regulations:

• Water during the cooler times of the day. Lawn watering is not allowed between 10AM and 6PM.
• Do not allow water to pool in gutters, streets or alleys.
• Do not waste water by spraying or sprinkling concrete or asphalt.
• Repair leaking or broken sprinkler systems within 10 days.
• Do not water when it is windy or raining.
• Water only three times per week.
• There are exemptions for new sod or new plantings.

Gardens can be watered anytime however it is also recommended to water before 10AM or after 6PM. Please contact the District office at 303-922-1113 to report water waste.

Look For Products and Services With the WaterSense Label

            Denver Water has developed a partnership with the U. S. Environmental Protection Agency and WaterSense. This is a national program that makes it easy for anyone to choose a product or service that will save water without losing out on quality or product performance. WaterSense labeled products have been independently certified for water efficiency and performance. It also certifies industry professionals who promote the efficient use of water and the use of water saving items.

            Products include bathroom sink faucets, high-efficiency toilets and urinals, showerheads, landscape irrigation services and weather-based irrigation controllers.

Look for the WaterSense label when purchasing water related products. There is quarterly newsletter that can be found at The WaterSense Current, or on the EPA website www.epa.gov/watersense.

Save Water and Get a Rebate!

            The Denver Water Rebate Program is in full swing with rebates provided for customers purchasing and installing qualifying high-efficient toilets, washing machines, rain sensors and other water saving items. Please check www.denverwater.org under the water conservation tab to identify the eligible items. Bancroft-Clover Water and Sanitation District customers continue to be near the top of suburban districts to receive rebates.

District Customers Continue to Receive Denver Water

Rebates

            All District customers are eligible to receive rebates from Denver Water for the purchase of water saving devices. In March alone there were 70 rebates provided to Bancroft-Clover Water and Sanitation District customers. High efficiency clothes washers were the most popular rebate item at 50% of the rebates provided going to customers that purchased a qualifying new washer. Close to follow were high efficiency toilets with 49% of the rebates going to these purchases. The last one percent was from wireless rain sensors and low flow toilets.

            The rebate program continues to be very successful with Bancroft customers among the metro area leaders in rebate money received! Information regarding rebates is below as well as on the Denver Water web site under the conservation tab. Please feel free to contact the District office as well with any questions regarding the Denver Water rebate program.

The current Denver Water rebate program includes the following items:

·         $150.00 Rebate for Clothes Washers, these items must be on Denver Water’s qualifying model list. Only 1 clothes washer rebate per residence.

·         $125.00 Rebate for High-efficiency Toilets, only qualifying models that use 1.28 gallons per flush or less are eligible for the rebate and these items must be on Denver Water’s qualifying model list. Limit 3 toilets per residence.

·         $50.00 Rebate for Wireless Rain Sensors, all wireless rain sensor models that connect to an automatic, in-ground irrigation system are eligible for the rebate. Limit 1 sensor per residence.

·         $25.00 Rebate for Wired Rain Sensors, all wired rain sensor models that connect to an automatic, in-ground irrigation system are eligible for the rebate. Limit 1 sensor per residence.

·         $5.00 Rebate per nozzle (minimum 4 nozzles) for Rotary Nozzles, only three specific nozzles are approved for the rebates. Please contact the District office or check Denver Water’s web site for specifics. This is a onetime rebate per residence.

·         There will be a 25% of purchase price rebate for Weather-based smart controllers for sprinkler systems. This item must qualify under Denver Water’s qualifying model list. Limit 1 controller per residence.

Do You Need Assistance to Trim Trees and Bushes Around Fire

Hydrants?

            If there is a fire hydrant near your property that is partially covered by bushes or tree limbs and you are not able to trim yourself please contact the District office and a field representative will assist you. This is very important as we approach the growing season. Every second saved in an emergency increases the chances of West Metro Fire saving lives and property. If you need assistance or have questions please call the District office at 303-922-1113.

Check Sprinkler Systems Carefully After Start Up

            Upon system start up after a long cold winter special care should be taken to make sure there are no problems with the irrigation system that could cause damage or flooding to your home or could waste water and result in high water bills. Please take a look at the following tips for sprinkler start up:

• Check sprinkler heads for spray direction and damage.
• Make sure control valves are not leaking.
• Inspect vacuum breaker and above ground valves for leaks or damage caused by freezing temperatures.
• Look for indications of an underground leak that needs repair.
• Adjust the timing for the current month.
• Water in short cycles if your landscape has a slope.

District Customers to Receive Water Quality Report for 2010

            All District customers will receive the 2010 Water Quality Report produced by Denver Water. This report will be mailed directly to District customers in May or early June. This report is mandated by the Environmental Protection Agency.  Bancroft-Clover Water and Sanitation District receives all of the treated water that is provided to customers from Denver Water under a Master Meter Distributor contract. The detailed Consumer Confidence Report will contain information about the sources of water and the specific areas that Denver Water has water rights. Denver Water stores water in five mountain reservoirs; Antero, Eleven Mile Canyon, Cheesman, Dillon and Gross Reservoir. Also included in the report will be details of the treatment process that the water will go through as it moves from the mountain reservoirs to the treatment plants and finally to the Bancroft-Clover  Master Meters which measure all water that enters the Bancroft system. The remainder of the mailing will consist of water quality information. Denver monitors for microbial contaminants, inorganic contaminants, pesticides and herbicides, organic chemical contaminants and radioactive contaminants. Denver Water staff will collect nearly 13,000 samples and will conduct more than 44,000 tests every year. Using state-of-the-art laboratory equipment and testing techniques the Denver Water staff ensures that they are providing consistently excellent drinking water to all customers. Time to Prepare the Lawn for Summer!

            Early April is the perfect time to begin to get the lawn ready for the summer growing season. Lawn aeration and an early fertilization will pay benefits later in creating a good healthy lawn to be able to withstand what could be a hot dry summer in the Denver metro area. It is not advised to turn on automatic sprinkler systems until late April depending on the weather. Usually there is still a period of freezing temperatures sometime in April and the District receives several calls every year of frozen or damaged sprinkler system piping on homes that turned the system on early.

Denver Water Supply Above Average

            Denver Water provides information regarding current reservoir conditions, snowpack, precipitation amounts and river flow data on their web site www.denverwater.org under the “Supply and Planning” tab. Denver Water currently stores water in Antero, Chatfield, Cheesman, Dillon, Eleven Mile, Gross, Waterton Canyon, and Williams Fork Reservoirs. The largest is Dillon Reservoir which contains approximately 40% of Denver Water’s stored water. These reservoirs are managed in conjunction with the Colorado Division of Wildlife and the Colorado State Park System. Currently the storage is 86% of capacity. For this time of the year the average water storage is 80% of capacity. The snowpack does depend a lot on spring snow to ultimately determine if there will be full reservoirs in late spring.

            Most of the water in Denver’s system comes from rivers and streams fed by mountain snowmelt. Denver Water constantly monitors and collects data from stream gauges and reservoirs in the system to track stream flow, diversions, snowpack, and other water supply data. District Receives Award

Bancroft-Clover Water and Sanitation District has received an award from the Colorado Chapter of the American Public Works Association (APWA). The 2009 Public Works Project Award was for the Master Planning and Infrastructure Improvements related to “Rebuilding Lakewood’s Water/Wastewater System”. This award reflects Bancroft-Clover Water and Sanitation District’s current Board of Directors proactive approach to planning as well as system improvements and replacements.  A representative from APWA was at the District’s March Board of Directors meeting to present the Board with the award.

Bancroft Field Crews Begin System Flushing

             Bancroft-Clover Water and Sanitation District field crews have started the 2010 system maintenance program. District field personnel will flush 192 “blow-off” valves that are located on dead end water lines as well as flushing and performing routine maintenance on 985 fire hydrants. The flushing program is an important part of maintaining a clean and fresh water distribution system. The maintenance performed on fire hydrants will also detect any damage that may have been caused during the winter months and will ensure the hydrant will operate properly if the West Metro Fire Department needs it in an emergency. Please use caution if you are driving around flushing operations.

Water System Valve Maintenance Complete for 2010

Another important part of the overall system maintenance program is to check, operate, and document each of the District’s 2036 main line valves every two years. The Bancroft field personnel will be performing this work in streets and easements so please drive carefully and watch for District vehicles with warning lights to indicate that work is in progress. The regular operation and maintenance of water valves has shown to be the most important part of the ability of District field crews to effectively shut the water system down due to a water main break. The time saved by field crews closing valves efficiently can save street and property damage that can be caused by large water system main breaks.

District Pump Station Receives Efficiency Upgrade

            The District Pumping Station is undergoing a complete rebuild that will include new and upsized pumps, motors and new electrically efficient variable frequency motor controllers. This upgrade will also include a system to communicate with the District office and to work in tandem with another District pump station that was upgraded in 2009. The two pump station upgrades will allow the District to have redundancy in case of breakdown or electrical outages and to reduce electrical consumption for years into the future. The pump stations were first put into service in 1972 and have been in service continuously.

How To Safely Dispose of Unwanted Medications.

            Throwing away or flushing down the toilet unwanted medications can have bad environmental impacts including contaminated ground water and some of these medications can make it through the wastewater treatment facilities and end up in rivers. Denver metro area residents have options to safely dispose of these potentially damaging medications.  The Bancroft-Clover Water and Sanitation District contracts with Metro Wastewater Reclamation District to treat all of the sewer flows generated by Bancroft customers. Metro is one of the organizations that support the Colorado Medication Take-Back Project. This project is managed by the Colorado Department of Health and Environment.

            There are 10 locations to dispose of the unwanted medications which include the Tri-County Health Department in Englewood, The Wellington East Webb Center for Primary Care in Denver, and a number of King Soopers stores. Specific locations, Guidelines, and contact information are available on the Colorado Department of Health and Environment web site www.coloradomedtakeback.info. Please help to keep our environment clean by utilizing these collection boxes.

Time for Winter Watering?

The last two months have been pretty dry and those trees and bushes in your landscape could use some water. The trees and bushes that are on the south side of homes could be very dry and could be watered any day that the temperature gets into the mid forties or higher. Water during the day to give the water ample time to infiltrate the soil before the cold nighttime hours.  Do not turn on sprinkler systems yet as we are sure to have more cold temperatures before spring.              Bancroft-Clover Water and Sanitation District customers led all Denver Water Master Meter Districts in rebates received. In 2009 District customers applied for and received 420 rebates which is 100 more rebates than the next closest District. Most rebates were given for clothes washers with high efficiency toilets being the next most popular rebate item. There is information regarding the 2010 Rebate Program below.

2010 Adopted Budget Reflects No Water Rate Increase

            Bancroft-Clover Water and Sanitation District’s Board of Directors adopted a Budget for 2010 that contains no increase for customers on their water rates. Sewer Rates Will Increase 5%

The sanitary sewer flows generated by District customers are treated by Metro Wastewater Reclamation District by contract with Bancroft-Clover Water and Sanitation District. The Bancroft Board of Directors approved a 5% increase on sewer rates that will cost single family customers $0.69 additionally per month or $8.28 per year. Information regarding the Metro Wastewater Reclamation District is available at www.metrowastewater.com. Bancroft-Clover Water and Sanitation District rates are below average for the Denver metro area.

Board of Directors Election Notice

             There may be a Board of Directors Election for two Board positions on Tuesday May 4, 2010. Self nomination forms will be available in the District office at 900 S. Wadsworth Blvd. Lakewood, CO 80226 after February 3, 2010 and must be returned to the offices of Grimshaw & Harring, 1700 Lincoln Street, Suite 3800, Denver, Colorado 80203 by Friday February 26, 2010. 2010 Proposed Budget Reflects No Water Rate Increase

            Bancroft-Clover Water and Sanitation District’s Board of Directors will consider a draft Budget for 2010 that will contain no increase for customers on their water rates and a 5% increase on sewer rates that will cost single family customers $0.69 additionally per month or $8.28 per year. The District continues to look for ways to reduce costs while maintaining a very high level of service. Bancroft-Clover is a Denver Water Master Meter Distributor and the rates did not increase from Denver Water for 2010. Denver Water is planning $1.3 billion of capital expenditures in the next 10 years which will translate into rate increases in the future for Bancroft customers. With this money Denver Water is planning more than 300 projects including a $12 million project that will begin in 2010 to upgrade the Marston Treatment plant that was originally put into service in 1924.             The sanitary sewer flows generated by District customers are treated by Metro Wastewater Reclamation District by contract with Bancroft-Clover Water and Sanitation District. Bancroft-Clover has not recovered all of the cost increases incurred in the last five years due to the large rate increases that would have been required to Bancroft customers. This year the costs from Metro go down slightly and the small proposed monthly sewer increase to single family homes of $0.69 per month will bring revenues to match proposed expenditures. The Metro Wastewater Reclamation District is also planning over $1 billion of capital expenditures in the next ten years. Denver Water Eliminates Rebates for Low Flow Toilets

            The Denver Water Department is eliminating the rebate for low flow toilets as of Dec. 31, 2009. The rebates for High Efficiency Toilets are still in effect as well as for the purchase of many other water saving devices. See the water conservation section of Denver Water’s web site www.denverwater.org for all the details and eligible model numbers.

District Office Upgrades Complete

            Following a security review performed by a consultant the District’s main entrance and waiting area have been redesigned to make it both more comfortable and more secure for customers and employees. The addition of glass enclosures around the front desk, additional video and audio surveillance, an electronic door control system throughout the building as well as a secure interior door that also reduces energy costs completed the project.

Maintenance Programs Wrapped Up for 2009

            Bancroft-Clover Water and Sanitation District field crews performed 2000 valve inspections during the year. Each inspection consists of the operation of the valve, a visual inspection of the valve box and area, and documentation of the inspection for District records. All fire hydrants in the District service area are also inspected on an annual basis. The fire hydrant inspections include the operation of the hydrant to ensure the proper water flow and to check for possible damage that occurred during the winter. Also water quality tests are performed and the entire inspection is documented for District records. Valve and fire hydrant inspection reports are also input into the District’s GIS system. Fire Hydrants Get a New Coat of Paint!

            Approximately one third of the District’s fire hydrants (450) received a new coat of red paint this summer. The regular painting of fire hydrants is essential in the location of the hydrants in an emergency situation by West Metro Fire personnel. All hydrants are also identified with a numbered tag that specifies the location and is used for maintenance records. If you see a damaged fire hydrant or possible unauthorized uses call the District office at 303-922-1113.

Emergency Crews Available 24 Hours a Day 7 Days a Week

            In the event of a water service or sewer related emergency after hours the Bancroft-Clover Water and Sanitation District field crews are available to assist any time of the day or night. The office phone number (303-922-1113) is also the emergency after hour’s number. A message will be sent to on call personnel and they will respond within a few minutes. Please call in the event of any sewer backups and the field crews will determine if the blockage is in the service line or in the main line. Early notification and detection can save damage that is caused by sewer backups into residences or businesses.

Join the District’s Automatic Payment Program

            Bancroft-Clover Water and Sanitation District’s Automatic Payment Program can save the District’s customers time paying bills and save on postage. There is no charge for the program! A bill is still sent with detailed water use information and the specific date that the automatic payment will be deducted from their account. If there are any questions on the monthly billing customers may call the District office prior to the payment.

To sign up for the program cut the form from the bottom of this page and fill it out. Deliver the form to the District office between 7AM and 4 PM Monday through Friday and you can get started next month.

Don’t Have a Holiday Sewer Backup!

The holidays usually bring additional people to your home and possibly more cooking than usual. This can expose problems with homeowner’s sewer service lines that can have expensive and damaging effects. Many sewer service lines have roots creating a spot for grease and solids such as vegetable peels to collect and cause a blockage. Remember to have your sewer line serviced regularly, collect and dispose of grease and it is not recommended that solids such as peels and celery be put down the drain.

            If a blockage does occur, before calling a plumber notify the District. A field representative will respond and determine if the blockage is on the sewer service line or in the District main line in the street. The customer’s responsibility for maintenance, repair, or replacement of the sewer lateral extends from the home all the way to the District main in the street including the connection. All damages and clean up costs incurred by blockages in the homeowner or commercial lateral is the responsibility of the home or business owner.

Property insurance is available for sewer backup damages through your insurance provider by a special rider only. This coverage is not expensive and highly recommended!

Winterize Your Property!

            The early freeze caught many customers off guard and they experienced frozen pipes causing flooding and damage to property.

 Below is a list of helpful hints to be prepared for sub freezing weather and to protect your homes plumbing and sprinkler system.

·        Locate and test your water shut off valve in the basement or crawl space in case of an emergency. Call the District office for a free service call to help if you do not know where the shut off valve is.

·        Turn off and drain sprinkler system (blow out zones with compressed air if necessary).

·        Check basement and crawl space for any area that could allow for cold air to blow in and freeze a pipe. Install heat tape on piping in areas that normally get very cold to prevent damage.

·        Disconnect hoses from the house and install an insulated cap if the hose connection is on the north side or always in the shade. Insulated caps are available at most hardware stores.

·        Turn off water service and winterize homes or businesses if there will be no heat in the building.

·        Be sure to close garage doors! Many homes have piping in the walls or above the garage that will freeze if the doors are left open.

·        If you will be going on vacation in the colder months, have a friend or neighbor check on the home while you are away to ensure the furnace is working properly and do not set the thermostat lower than 55 degrees.

·        Winterize swamp coolers including the disconnection of all water feed lines.

The beginning of October has brought a taste of the seasons to come. Cold nighttime temperatures are nearing freezing and soon the snow will begin to fly. Some winterizing ideas are below and do not wait; winter will be here before long!

District Customers Receive More Rebates from Denver Water

            The customers of Bancroft-Clover Water and Sanitation District have received thousands of dollars from the Denver Water Rebate Program.  Bancroft is among the top Districts receiving rebate money since Denver Water began the program. Rebates are still available for the purchase of water saving devices such as High Efficiency Clothes Washers, High Efficiency and Low Flow Toilets, Wireless Rain Sensors, and ET Sprinkler Controllers. Detailed information and rebate forms are available on the Denver Water web site www.denverwater.org. Please check the eligible model numbers carefully as the rebates are only available for certain approved models. All forms are to be submitted to Bancroft-Clover Water and Sanitation District office located at 900 South Wadsworth Blvd. at the intersection of Wadsworth and Kentucky. Bancroft will check the address and forward the rebate requests to Denver Water for processing.

2009 Capital Projects Near Completion

The extensive 2009 Capital Projects are winding down. This year the District performed the following infrastructure improvement projects:

·        2009 Waterline Replacement Project with over 11,000 feet of new water line, hydrant replacements, and new fire hydrant additions for better coverage.

·        Rehabilitation of the Pierson Pumping Station.

·        Additions and changes to the water distribution system in conjunction with Denver Water to allow for the pressure to be improved for over 800 homes at a great savings of electrical and pumping upgrade costs over time to the Bancroft customers.

These projects have been very difficult to perform in small streets in older developed neighborhoods.
